I get that, mine has been "mostly" parked for a couple of years now.
Thinking of selling it and going back to a two-door, which I enjoyed a lot more.

When I bought my 1999 TJ in 2017 from Nevada it also did not pass smog. Mine did throw an evap leak code and I changed out the Leak Detection Pump rubber elbow connector as it showed signs of age as well as the one to the crankcase vent tube on the valve cover. The elbow I think is a 1/4 inch elbow and I don't recall the vent tube connector. I would think you would get either a large leak code P0455 or small leak code P0456 but it sounds like you are not even getting that far.

Looking around the web I saw that if the TJ has had a dead battery for an extended period it may take 30 to 50 "Cold Starts" to go through the evap cycle. Hope this helps.

I had this problem & it was a split tube that entered the canister. It was split on the top, which we couldn't see.

Ideally they would be able to repair it and do the smog test.

Dealer can do a smoke test. Then you fix it yourself, or have them do it. I think my repair on this same issue was about 250...

last time I had this issue, the dealer didn't want to touch it because of my kilby gas tank skid.I'll stop by and talk with them again.
The dealer won't have to touch your tank, unless that's where the evap leak is. The test is done in the engine compartment, but leaks can be anywhere on the vehicle. Good luck.
