Manual hubs

Ok. I have manual hubs. They are in the free position, and my t-case is in 2wd, yet the front axles won't spin freely? I hear a clanking noise on the passenger side, but nothing on the driver side. What does this sound like? Bad Hub? Only a loose hub? something broken?

Bad hub or dirty hub and the gears won't release.

This has happened to me twice in the past year where water gets into my hub and the corrosion wont let the gear release.
