Yes Gil beans are "acceptable" in chili. BUT!! as a side, not a requirement for being "chili". Real chili can have no bean and be AMAZING. It's a side. Not an ingredient. See comments with John DF above for reference to the the TRUTH!

Does real chili have beans?An authentic Texas Chili, or chili con carne, will not have beans. Simple answer. When this recipe/dish originated, there were no beans, no onion, no tomato added. There was a concern that it would resemble a stew and not a chili."Just sayin...
So I just checked with Biden's information czar and she said that just because some dude declared no bean chili the official food of Texas in 1977 doesn't mean that chili has no beans. So chili had beans for over 200 years prior.
Since Texas is a red state that website will be marked as disinformation so Chili has Beans!
