Yes Gil beans are "acceptable" in chili. BUT!! as a side, not a requirement for being "chili".  Real chili can have no bean and be AMAZING.  It's a side. Not an ingredient.  See comments with John DF above for reference to the the TRUTH! gringirlwin

"Chili con carne, meaning "chili with meat", is a spicy stew containing chili peppers, meat, tomatoes and often kidney beans. Other seasonings may include garlic, onions, and cumin. The dish originated in northern Mexico or southern Texas.

So I just checked with Biden's information czar and she said that just because some dude declared no bean chili the official food of Texas in 1977 doesn't mean that chili has no beans. So chili had beans for over 200 years prior.

Since Texas is a red state that website will be marked as disinformation so Chili has Beans!wink
