Looks to impact side by sides, need helmet, and they actually used the word "jeep".

I don't think so. Sounds to me like helmets are for "recreational off-highway vehicles". Jeeps are “off-highway motor vehicle subject
to identification” and it doesn't say much about them that I can figure. BUT I hate reading legalese.

Could be wrong but I think the 1000 cc limit means strictly side by sides or gators etc.. they are already required to wear a helmet so no sure what new was added. Maybe the age?? I know for 4wheelers it says of size to safely drive the vehicle doesn't mention age.
