You could try draining the tank and replacing the fuel filter but your biggest problem is likely to be a clogged up carb. When I first started up the Model A after it's long hibernation that's what happened. It never did run right until I installed a rebuilt carb.
I'd suggest changing the oil before trying to start it up too. It might help to turn the engine over by hand to circulate a little oil before it's started.
Did you put Stabil in the tank and run it for a bit before putting it in storage?

I would drain the tank and change the fuel filter like Fred suggested. Then I would disconnect the fuel line to the carb and pour in a mixture on 50/50 gasoline and lacquer thinner. The lacquer thinner will dissolve the varnish instantly so the float valve will seat. Then start the jeep with quick start fluid.
