I don't know...my field visit was over waaaaaay too quick. Nice to finally take the environmental consultants out on a field trip and not have them find anything to worry about. Go figure. I won't be hurting any plants or animals by burying a new pipe under a paved road. Glad I only had to pay them 40k to tell me that. Gotta love CA. 🙄

Yes you can. Horizontal drilling is an easy solution. Utiliites use it all the time.

Mucho dinero amigo. In most cases, it's cheaper to repave the lane. Especially as the pipes get bigger. The pavement must die.

In Citrus Heights - over by Rusch Park, they are doing it! I've also seen PG&E use horizontal drilling to comply with environmental requirements.

Yeah, it's done all the time, but it's usually to avoid something. I've done it to go under Highways becuase I couldn't get a permit or to avoid some sort of environmental problem. Up here I can open cut and install a pipe for about $8-10 per diameter inch per foot. Last time I looked at HDD it was $18-25 per diameter inch per foot for the size of pipe I wanted to put in. Plus, you still end up digging holes. I wanted to drill a 24" line, but I still had to dig pilot holes ever few hundred feet. In the past, you were also stuck with HDPE. For some reason we're so old school that we don't allow HDPE. 🙄
