It would require some truck mud flaps just to have a shot at not getting cited. I know law enforcement may grant some leeway to their peers, but I wouldn't get that benefit. If you drove that jeep through Folsom, you would get stopped and issued a fix it ticket for lack of rear tire coverage.
I saw a CJ-7 on 40"MTR's get cited for this same thing, and he had partial body coverage. This rig has none. To solve his problem, he had to install removable truck mud flaps. It looks lame driving around with them, but I guess is works. In fact, Todd (who had a big YJ) who used to go on a few runs with us was cited for this same issue. I remember his mud flaps because he ripped one off on the trail after forgetting to remove them.
I guess it could just be the Folsom PD who have the problem, and not other areas. Like Keane said, that photo may be a work in progress becuase it has no tail lights, no rear bumper, and no retainer for the fuel filler. I am not in law enforcement, but believe each of those areas would also net the driver a citation here in CA. that jeep is in NY. Even NV would be less strict on these fix it laws than CA.
