Try it now. I've increased the max pixel size from 800x800 to 1024x1024.

What size choices do you have for resizing your pictures?
I'm not really sure which software does the photo resizing on Android. I've been using a free program called QuickPic to view my stored photos. I wonder if it's the default photo viewer software that does the resizing and that QuickPic works differently than the default Gallery software. You might try downloading QuickPic to see if Tapatalk works any differently.

Yeah im not sure what side is handling the sizing. I suspect you are right that its device dependent. Tapatalk handling the "attaching" of file while meeting phpbb size/format specs.
I have not tried quicpic as if yet
